Would Zinsser BIN be good on stair bannisters?

As much as this is suited for this type of project, it would depend on what is on the timber now and what you plan on putting on the timber after, as to whether this would be suited. Why not call out Woodcare Experts on 01303 213838 for more tailored advice.

What is the difference between B-I-N and B-I-N Aqua?

B-I-N is a shellac-based primer and sealer. The Aqua does a similar job but has a water-based formula. The classic B-I-N has a very high VOC and can be used in freezing temperatures. It is mainly used as a interior product but can also be used externally as a spot primer.

Can B-I-N Aqua go on plastic filmed laminates?

Absolutely, give the surface a key and clean it off before application.
